تعقد لجنة التشريع العام بمجلس نواب الشعب اليوم الثلاثاء 6 أكتوبر 2026 جلسة على الساعة العاشرة صباحاً بالقاعة عدد 3. الجلسة مخصصة لمواصلة مناقشة فصول مقترح القانون الأساسي المتعلق بتنظيم مهنة المستشار الجبائي.
مهام المستشار الجبائي تتمثل في مساعدة المطالب بالأداء على القيام بواجباته الجبائية، وفق الفصل الأول من القانون عدد 34 لسنة 1960. المستشار يقدم النصح والاستشارات ويدافع عن مصالح المواطن أمام إدارة الجباية أو المحاكم المختصة في القضايا الجبائية.
عقدت لجنة التشريع العام، اليوم الخميس 4 جوان 2026، جلسة خصصت لمواصلة النظر في الفصول الخلافية الواردة بمقترح القانون الأساسي المتعلق بتنظيم مهنة المستشار الجبائي (عدد 13/2023)، إلى جانب ضبط برنامج عملها للفترة القادمة، وذلك على ضوء مخرجات اليوم الدراسي المنعقد في الغرض.
حضر الجلسة عدد من أعضاء اللجنة وممثلي مجلس نواب الشعب، حيث تم استعراض أبرز النقاط الخلافية التي طُرحت خلال جلسات الاستماع السابقة، إضافة إلى الملاحظات الصادرة عن اليوم الدراسي المنعقد بتاريخ 1 أفريل 2026.
تعلقت أبرز الإشكاليات المطروحة بإمكانية تعارض بعض فصول المقترح مع نصوص قانونية نافذة، من بينها تنظيم نيابة المطالبين بالأداء أمام القضاء، واختصاصات الاختبار العدلي في المجال الجبائي، إلى جانب مسألة التحكيم في القضايا الجبائية، فضلاً عن تحديد نطاق اختصاص المستشار الجبائي في مجال الاستشارة الجبائية واشتراط الترسيم لمباشرة المهنة.
أمام تعدد الملاحظات والتحفظات المقدمة من جهات حكومية ومهن متداخلة، قررت اللجنة مواصلة مناقشة الفصول الخلافية وإدخال التعديلات الضرورية، بهدف ضمان انسجام النص مع المنظومة التشريعية القائمة وتفادي أي تعارض قانوني، مع مراعاة خصوصيات مختلف المهن المعنية.
